4th Ministerial Conference on Feminist Foreign Policies

On October 22nd and 23rd, 2025, France will host in Paris the 4th Ministerial Conference on Feminist Foreign Policies, a high-level international event dedicated to women’s rights and gender equality. This milestone follows previous editions held by Germany in 2022, the Netherlands in 2023, and Mexico in 2024. While the world has undeniably made progress in guaranteeing women’s rights, strengthening their political participation and eliminating gender-based violence, gender inequalities remain.

The multiplication of crises, combined with growing pushback against legal, political, and normative gains, continues to jeopardize past achievements and exacerbate existing disparities. This Conference will serve as a critical opportunity to reaffirm the collective commitment of States and their partners to uphold women’s rights and promote gender equality. It will aim to reinforce and expand international coalitions, which remain essential to sustaining progress.

Format and participation
The Conference will bring together approximately 450 participants, including Ministers of Foreign Affairs from around 50 States, as well as representatives of international organizations, development banks, philanthropic foundations and civil society. It will be held at the Ministerial Conference Centre (27 rue de la Convention, 75015 Paris) from Wednesday, October 22nd at 2 p.m. to Thursday, October 23rd. The official programme will be framed by a high-level opening and closing plenary. Partner-led side events will take place on the morning of Wednesday, October 22nd.

Programme

  • Four ministerial plenary sessions will address key dimensions of feminist foreign policies, including their transformative power, regional outlooks, the need for multi- stakeholder engagement, and responses to resistance and backlash.
  • Round tables and small-format workshops will provide space for in-depth dialogue on the operational and practical implementation of feminist foreign policies. The floor will be given to high-level institutional representatives, civil society and experts from diverse sectors and regions. Action-oriented, the sessions will provide concrete recommendations, gathering governments around shared commitments.
